Description

Before diverting and using surface water and groundwater in Alberta, a licence must be obtained under the province’s Water Act. A temporary diversion licence (TDL) provides authority for this diversion, for a maximum of one year. This licence identifies the source of water supply, location of the diversion site, allocation of water allowed from the source(s) and the conditions under which the diversion and its use must take place.

This document describes the procedures, methods, and practices used by Alberta Environment and Parks Resource Stewardship Division personnel when filtering water samples for analysis of chlorophyll-a (chl-a) in phytoplankton after surface water sampling events. The procedures in this document are to be followed when filtering samples in the workplace laboratory or in the field. This document is a revised version of a previous procedure found in Section 2.7 of the Aquatic Ecosystems Field Sampling Protocols (Alberta Environment, 2006).

Description

Contains materials used in targeted information sessions for the Surface Water Allocation Directive internal operational policy. Sessions held in Calgary and Edmonton, October 1 and 2, 2018 for stakeholders involved in Water Act licence applications. Environmental non-governmental organizations also participated in the information sessions and information letters were sent to Indigenous organizations and communities. Feedback was also received through an online survey open from October 1 to November 9, 2018, and via email and letters, leading to in-person follow up meetings when requested. The final policy provides operational water allocation decision guidance based on scientifically defensible rulesets to address the cumulative effects of water diversions while considering economic objectives.

The seven workshops covered the following topics : terrestrial biological monitoring; groundwater; surface water and aquatic biology; atmospheric deposition, geospatial science, mercury, and predictive modelling. This report presents an analysis of available data and literature to gain an understanding of effluent quality in the Upper Athabasca River. Based on this analysis, variables of concern were identified and recommendations for future effluent monitoring programs were developed. The study compiled, analyzed and evaluated data and information on effluent quality from two municipalities, two coal mines and five pulp mills discharging into the mainstem Athabasca River in the Upper Athabasca Region.
