The Modernized Royalty Framework (MRF) Guidelines (the guidelines) provide an understanding of the general application and principles involved in assessing the Drilling and Completion Cost Allowance (C*) and Alberta’s Crown royalty share of crude oil, gas, natural gas liquids (NGLs) and non-project crude bitumen wells (the hydrocarbons) produced from lands under a Crown lease.

This publication covers the administration of the province’s oil and gas rights by the Tenure Branch. The Oil Sands Branch and the Coal and Other Minerals Branch administer oil sands, coal and other mineral rights, respectively. The responsibilities of the Tenure Branch, since 1930, have been integral to what is now the Department of Energy. The Branch is responsible for all aspects of Crown oil and gas tenure policy, other than those related to the payment of royalty, and manages almost 100,000 active petroleum and natural gas agreements.

Electricity customers in Alberta are increasingly looking for more choices with respect to the source of their electricity. Advancements in small generation technologies are providing customers with feasible options for generating their own environmentally friendly electricity. These options include generation of electricity from solar photovoltaics, small scale hydro and wind, biomass, biogas, and fuel cells. There is currently no policy or regulation specific to microgeneration in Alberta. A robust microgeneration policy is designed to support customer choice. It will provide guidance for the development of an efficient and sustainable microgeneration market for Alberta. This paper contains foundation principles, recommendations and supporting rationale for a sustainable microgeneration policy. Stakeholders will be asked to the provide comments on this paper prior to the finalization of microgeneration policy.
