The purpose of the toolkit is to: increase the ability of school authorities, system leaders and school-based leaders to form collaborative, shared-governance teams with education partners to ensure success for all learners; and provide tools to develop effective governance documents (e.g., terms of reference, memoranda of understanding or agreement, and joint-venture agreements) and to implement shared governance and collaborative practices.
