Description

The purpose of this Framework is to provide a clear vision of health system success by identifying the outcomes Alberta's health system is expected to achieve, as well as some of the measures that might be used to monitor performance. These outcomes and measures will provide the basis for public reporting on Alberta's health system. The Framework will serve as a foundational document for Alberta's health system, as it will help define medium- to long-term strategic directions and support strategic planning by Alberta Health and Alberta Health Services. It will also ensure that investment in the health system supports achievement of the outcomes. The Framework will also enable comparisons of Alberta's health system performance to results achieved by other provincial jurisdictions and by other developed countries with comparable health systems. Alberta Health and Wellness announced the creation of a Health Action Plan for Alberta in April 2008. A key component of this plan is the development of a pharmaceutical strategy. The majority of working Albertans are not covered by government-sponsored programs, and spending on drugs is increasing at a rate three times higher than that of physician or hospital services. To support the development of an Alberta Pharmaceutical Strategy, two consultations were undertaken in 2008. The Strategy outlined in this document is a response to the findings and recommendations of these consultations, and its goal is to make drug coverage more accessible, affordable, efficient and therapeutically effective.

Following a situation concerning inadequate sterilization of surgical instruments at an Alberta hospital, in March 2007 the Minister of Alberta Health and Wellness asked regional health authorities, the Alberta Cancer Board, and the health professional regulatory bodies to review and advise him on their infection prevention and control (IPC) policies, programs and systems. This report of the provincial review outlines the importance of IPC in the context of Alberta's health system and what was learned about the current state of IPC in Alberta. It identifies directions for moving forward, including specific actions to strengthen and enhance infection prevention and control across the health system in Alberta.
