On March 15, 2019, the Alberta Social Housing Corporation, on behalf of the Government of Alberta, and the Canada Mortgage and Housing Corporation signed a bilateral agreement under the 2017 National Housing Strategy bilateral agreement. As part of the agreement, Alberta will develop action plans to guide housing initiatives in the province and describe proposed programs and program funding allocations. The first action plan covered the time period April 1, 2019 to March 31, 2022, with the second action plan only covering one year, April 1, 2022 to March 31, 2023. This is an update to Alberta’s second action plan, to cover the full three year cycle of April 1, 2022 to March 31, 2025.

Represents the findings of an annual survey of multi-family dwellings in Alberta's rural communities, conducted by the Government of Alberta between the months of May and August each year. The survey identifies building type, unit type, number of units, rental rates and the number of vacancies in Alberta communities with populations between 1,000 and 9,999 that have at least 30 or more rental units. The survey report is recognized as the only official and unbiased rental housing cost and vacancy information for rural Alberta. It provides the provincial government, housing industry, municipalities, and various other entities with essential housing information on private market vacancy and rental rates in multi-family dwellings in rural Alberta.

Municipalities are encouraged to conduct affordable housing needs assessments to support long-term community planning and inform Government of Alberta decision making. This guide has been developed to assist and provide guidance in the compilation of the data elements and completion of the housing needs assessment template developed by the province. The guide also provides definitions, and explanations on the data elements, as well as links to data sources.
