The Manual is provincial policy and procedural requirements that all casework staff in Child and Family Services Authorities and Delegated First Nation Agencies are expected to comply with. The policies provide direction and procedures for most common situations.

The Advocate is mandated to report on the death of young persons who had been identified as a child in need of intervention at the time of their death, or within two years of their death. These mandatory reviews are compiled and released twice a year (March and September).

On June 5, 2019, the Office of the Child and Youth Advocate released a report titled Mandatory Reviews into Child Deaths April 1, 2018–September 30, 2018. The report made five recommendations, four of which were directed towards Children’s Services (CS), and one of which was directed towards CS and Community and Social Services (CSS).
