The intent of this document is to honor the role foster parents play in providing a temporary place a child in care can call home. Foster parents are critical partners in achieving and supporting permanency outcomes for children in care and although the rights of the child placed in a foster home is paramount, respect must be also be given to the entitlements of the foster parents who care for these children.
