Working together : report of the Capital Region Integrated Growth Management Plan Project Team

In June 2007, Premier Stelmach initiated a comprehensive project to develop an integrated growth management plan for the Capital Region. A task team was appointed to investigate growth projections for the region, core and social infrastructure needs, alternative approaches to governance, and potential models for sharing in the costs of regional projects. This report provides the findings and recommendations of the project team, and includes a comprehensive framework for a regional growth management plan identifying growth projections, current plans, projected needs and gaps in land use, core infrastructure and social infrastructure. It also includes: an identification of key issues to be addressed by the provincial government; a governance model that outlines the nature and make up of a new regional board, its functions and services, and how decisions should be made; estimates of the costs and benefits of a regional approach and suggested models for sharing in the costs of regional projects; and a transition plan for getting essential functions of the regional board up and running.
