Description

This paper outlines the key features of a proposed municipal-based system for Alberta. The proposed legislation and associated mechanisms will provide: - a defined relationships between municipal and provincial approvals; - a provincial policy framework as a reference for municipal actions; - methods, entrusted to municipalities, for achieving consensus, cooperation, and conflict resolution with respect to defining a desired settlement pattern; - a flexible system of municipal statutory plans, planning tools and agencies; - a basis for municipal decisions to be made in a timely fashion within a well-defined framework of due process; and - regulations and guidelines to assist municipal decision-making.
