In November 2007 Alberta's Crime Reduction and Safe Communities Task Force released its report, Keeping Communities Safe, which set out 31 recommendations for crime reduction and prevention that spanned a continuum of prevention, treatment and enforcement. This three-year progress report identifies key accomplishments that have occurred on each of the Task Force recommendations.

The citizens of the Village of Heisler petitioned the Minister of Municipal Affairs to conduct an inquiry into the affairs of Village. Following an initial inspection and report, a number of ongoing issues continued to be brought to the attention of Ministry staff, and the Minister felt it appropriate to further review the operations to ensure any new concerns would be addressed. This inspection found that there are certain aspects of the operation of the municipality that require action, and this report sets out four recommendations for the village.

In May 2011, the Minister of Municipal Affairs appointed Activation Analysis Group Inc. to perform a municipal inspection, limited primarily to financial policy. The inspector found that financial practices appear to be performed in a manner consistent with the practices used in other municipalities. However, codification of these into current written Village policies and procedures has not been achieved. The main recommendations of this report addresses these gaps, and include better communication with residents regarding the structure and processes that govern the Special Areas Board-Village relationship.

The Minister of Municipal Affairs ordered a municipal inspection be done for the Village of Donalda, following a 2009 petition from the electors of the Village of Donalda that requested the Minister undertake an inquiry in accordance with section 572 of the Municipal Government Act. The inspectors have found that there are certain aspects of the operation of the municipality that require action, and this report lays out recommendations and directives for the village.

Description

The Minister of Municipal Affairs received a petition from the electors for the Town of Spirit River asking the Province to look into the affairs of the Town's operations, and as a result the Minister ordered an inspection of the Town, which was conducted in January 2011. Many of the issues raised by the petitioners were being worked on and heading to a successful resolve even before the municipal inspection took place. This report includes several recommendations to guide the Council on a go-forward basis in their efforts to make positive change for their residents.

Description

Between December 2009 and February 2010, the Minister of Alberta Culture and Community Spirit hosted a series of meetings with the nonprofit/ voluntary sector, to collectively develop solutions that would help ensure the long-term growth and success of the sector and support healthy and vibrant communities. In the Fall of 2010, the Minister returned to each of the six communities he visited previously, as well as two new communities. This report is a summary of what was heard throughout the dialogues and what solutions are being implemented by both Alberta Culture and Community Spirit and the sector. Also included are new actions Alberta Culture and Community Spirit will be undertaking as a result of the dialogues. This report is arranged based upon the key themes that emerged. Whenever possible, the locations where the feedback originated have been included.

In October of 2009 the Minister of Municipal Affairs received a Petition from the electors for the Village of Rycroft calling for the dissolution of the Village. The Minister notified the affected Councils that a dissolution study for the Village would take place in the form of a municipal inspection. Prior to the Inspection, a Municipal Corporate Review was undertaken by the Minister's office, pursuant to a request from the Municipal Council, and a copy of this review was delivered to the Council in January, 2010. This report does not recommend that the dissolution of the Village of Rycroft take place and explains the reasons why. It also makes recommendations in a number of areas observed during the inspection. It suggests alternatives to dissolution and focuses more on leadership and governance issues of the Village in an effort to be supportive of the Corporation and the region in which they are located. Upon receiving a request to conduct a dissolution study of the City of Cold Lake, the Minister of Municipal Affairs appointed inspectors in November 2009 to conduct an inspection on any matter connected with the management, administration or operation of the City of Cold Lake and to report on matters which they believe fell within the guidelines of "irregular, improper or improvident conduct by Council, individual Councillors or by municipal staff". The report focuses on two significant elements: the inspection conducted under Section 571 of the Municipal Government Act, and a "Review of Municipal Sustainability" wherein the expressed desire of the City of Cold Lake to dissolve was examined.
