Description

This set of resources describes the Research Licence - Pre-Approved Assessments and Salvages (RL-PAAS), a licence for those whose work involves a high volume of fish and fish habitat assessment projects associated with collecting, holding, sampling fish for inventory or conducting fish rescues and salvages. The fact sheet includes information on when and how to apply, approval considerations and how to use this special licence. The decision tree diagram shows when to apply for an RL-PAAS compared to a Fish Research Licence, while the flow diagram demonstrates when and how to use the RL-PAAS once it has been issued. The process guide outlines the required steps to submit RL-PAAS licence notifications and approvals in writing, inform of project delays or cancelations and submit RL-PAAS data loadforms.

Typically, excavations into the ground that may trigger Water Act authorizations are dugouts, borrow pits, pits, or other pits/excavations. This guide does not address excavations that may be created for the purpose of drainage, flood control, erosion control, or channel realignment. Also not addressed by this guide is the issue of whether evaporative loss is considered a "diversion of water" under the Water Act.

The inscription of Writing-on-Stone / Áísínai’pi on the World Heritage List in 2019 was the culmination of a fifteen-year long nomination process. The nomination recognized the international significance of this Blackfoot cultural landscape, but the process also exposed tensions between local, global, and Indigenous values. Consultation with Blackfoot and local settler communities during the National Historic Site of Canada commemoration that preceded the World Heritage site nomination indicated broad support for inscription of Writing-on-Stone / Áísínai’pi. However, engagement with local settler communities during the World Heritage site nomination process led to multiple iterations of the submission, as the nomination team attempted to balance the original Blackfoot vision of a cultural landscape that extended beyond Writing-on-Stone / Áísínai’pi against local community concerns with the nominated property boundaries and buffer zone. This paper reports on the success of three seasons of excavation at the Junction Site, where anomalies identified through the use of a magnetometer became focal points for the mitigative excavations completed. Here we assess the utility of this technique in identifying buried features and further describe the many different features exposed. Our discussion concludes with an analysis of results and identification of the salient characteristics that distinguish the different functions of the features identified.
