This regulation is made under the Electric Utilities Act and the Alberta Utilities Commission Act and clarifies the duties of the Independent System Operator with regards to reliability and the issuance of directives to long lead time generators when the forecast supply cushion falls below the predefined threshold. It also sets out parameters for the recovery of costs for long lead time generators when revenues received from pool prices are insufficient to cover the costs of complying with issued directives.

This regulation is made under the Electric Utilities Act and the Alberta Utilities Commission Act and establishes a monthly net revenue secondary offer cap that limits electricity market participants’ offers price into the Power Pool for the balance of any month when net monthly revenues exceed a prescribed threshold. It also establishes the Independent System Operator’s duties for administering the offer cap, exemptions to the offer cap, and the formulas used for tracking market conditions.

Variance 21-ECV-006-112 does not consider increased energy demands or increased frequency of extreme weather events and will not be renewed when the Canadian Electrical Code Part 1-2024 is adopted in Alberta.

The regulation also specifies requirements respecting the construction of transmission facility projects, and requirements regarding the determination of transmission system losses, charges and credits. It also sets out responsibilities of the Alberta Utilities Commission regarding approval of transmission facilities and transmission tariffs.
