In March 2010, the Minister of Municipal Affairs ordered an inspection into the management and operation of the Village of Vilna. An Inspection requires that the Inspector determine what, if any, matters fall within the guidelines of irregular, improper, or improvident conduct by Council, individual councilors or by municipal staff. The inspection determined the village has been governed in an Improvident manner and that it has been administered in an Irregular manner because there are numerous contraventions of both the Municipal Government Act and sound accounting principles.

Background information on each aspect of a RWH system is discussed and relevant clauses from existing codes and regulations, standards, and guidelines are presented, as well as additional design criteria derived from recent field experience and international best practices for rainwater harvesting. An accompanying document, Alberta Guidelines for Residential Rainwater Harvesting Systems – 2010 is a more concise version of this document, and is recommended for individuals with knowledge of the building sector and the basic trades involved in rainwater harvesting (i.e., plumbing, electrical, and site service work).
