This directive provides a standard minimum procedure for flux chamber measurements to quantify area fugitive greenhouse gas emissions from mine faces and tailings ponds at oil sands mines. This directive is to be applied for reporting under the Carbon Competitiveness Incentive Regulation, Technology Innovation and Emissions Reduction Regulation, and Specified Gas Reporting Regulation.

Description

All landfills and composting facilities regulated by Alberta Environment and Parks (AEP) are required to have certified operators. This includes any Class II and Class III landfill that accepts only industrial waste. Composting facilities that are regulated through the Natural Resources Conservation Board do not need to have certified operators under this program. The Alberta Landfill and Composting Facility Operator Certification Program involves industry associations as certifying partners. The certifying partners: Administer exams; Manage certificates; Provide training programs. The Northern Lights Chapter of the Solid Waste Association of North America (SWANA-NLC) and the Compost Council of Canada (CCC) are the certifying partners representing the landfill industry and composting industry, respectively.

Leaf and yard waste represents a significant component of the municipal solid waste stream generated annually in Alberta. At the time of this report, about 25 per cent of this leaf and yard waste collected as part of the municipal solid waste stream is composted and the remainder landfilled. Alberta Environment and Sustainable Resource Development's Leaf and Yard Waste Diversion Strategy recommends policy tools and options to divert leaf and yard waste away to beneficial use, such as composting. This report evaluates the benefits and costs of leaf and yard waste composting that result from the recommended diversion rates. These benefits and costs are then compared to landfill disposal of leaf and yard waste.

Alberta is the only province in Canada that regulates landfills based on the quantity of greenhouse gas emitted. This guidance document was produced by the Alberta Landfill Gas Working Group to assist landfills to quantify landfill gas emissions by way of modelling, and to fulfill the requirements of the Specified Gas Reporting Regulation and Specified Gas Emitters Regulation. Another key objective of the guidance document was to standardize modeling parameters while taking into account site-specific conditions for the province of Alberta. This guidance document will be recognized by Alberta as the standardized method for landfill specified gas quantification until such time when standardized field quantification methods are approved in the future.

This project looks at a broad range of instruments that can be applied to the design and construction of new buildings and renovation projects in Alberta, with the ultimate aim of reducing the amount of construction waste disposed. The overall goal was the development of a program that incorporates immediate practical outcomes, including waste diversion and program funding, while maintaining an ultimate goal of improving building design to minimize environmental impacts. Although the project focus was construction and renovation materials, the proposed mechanisms can often apply also to materials resulting from demolition projects.
