In December 2023, the Government of Canada announced plans to implement a national cap-and-trade system to help reduce greenhouse gas emissions in the oil and gas sector to achieve the goal of net-zero emissions by 2050. This report, prepared by the Conference Board of Canada and presented to Alberta Treasury Board and Finance, estimates the potential economic impact of a greenhouse gas emissions cap on the oil and gas sector.

Challenges are highlighted, and specific opportunities for action to address those challenges are identified. Some familiarity with, or general understanding of, the operation of an acid gas processing facility is assumed. The opportunity for generating carbon offsets with this protocol arises from the direct and indirect reductions of greenhouse gas (GHG) emissions resulting from the geological sequestration of acid gas streams containing greenhouse gases as part of raw natural gas processing.
