Description

The Regulation, made under the Student Financial Assistance Act, sets out rules for the provision of foundational learning assistance to eligible students. It authorizes the Minister of Advanced Education to approve educational institutions and the programs of study in which the students may enroll.

Description

The Student Financial Assistance Regulation is made under Student Financial Assistance Act. Schedule 1 of the Regulation contains the regulations made under the former Students Finance Act and the Student Loan Act, which apply only to financial assistance provided under those Acts before September 1, 2003. Schedule 2 of the Regulation contains the regulations that apply to financial assistance provided under the current Student Financial Assistance Act commencing September 1, 2003. The Regulation includes student eligibility criteria for loans, grants and bursaries issued under the Act.

The Programs of Study Regulation made under the Post-secondary Learning Act deals with the approvals required for a public post-secondary institution, private post-secondary institution or non-resident institution to offer a degree program, including quality assurance review by the Campus Alberta Quality Council. The Regulation also deals with the approval process for a public post-secondary institution to offer a diploma or certificate program. The Regulation also defines "foundational learning program" for the purposes of the Act.

Description

The Post-secondary Learning Act, together with the regulations, governs the Alberta post-secondary system (universities, comprehensive community colleges, polytechnic institutions, specialized arts and cultural institutions and independent academic institutions), including the six-sector model. The Minister of Advanced Education has sole responsibility for the majority of the Act except for certain sections that are either shared with the Minister of Infrastructure or are the sole responsibility of the Minister of Infrastructure.

Description

The Skilled Trades and Apprenticeship Education Act (Act) repeals and replaces the Apprenticeship and Industry Training Act. The Act governs Alberta’s designated trades and apprenticeship and industry training programs. It provides an enabling legislative framework for the Lieutenant Governor in Council and the Minister of Advanced Education to make regulations on a number of related topics. It provides for the establishment and administration of apprenticeship education and industry training programs including the issuance of academic credentials to individuals who successfully complete the programs. The Act also establishes the Alberta Board of Skilled Trades, describes its powers and functions including the power to make orders and establish committees respecting designated trades. It sets out provisions respecting prohibitions, offences, penalties, compliance and enforcement under the Act.

Description

The Regulation includes a number of provisions respecting matters that fall under Part 1 of the Skilled Trades and Apprenticeship Education Act, including the administration of apprenticeship education programs and industry training programs by the Registrar; program requirements, including apprenticeship education agreements, obligations of apprentices, trainees and sponsors, apprentice wages and apprentice-to-mentor ratios; and processes for reconsideration and review of decisions. The Regulation includes two schedules: Schedule 1 sets out wage rates for each apprenticeship education program to be paid by employers to apprentices when employed during the on-the-job instruction component of the program; and Schedule 2 sets out apprentice-to-mentor ratios that must be adhered to by sponsors when employing apprentices for the on-the-job instruction component of the program.

The Regulation includes a number of provisions respecting matters that fall under Part 2 of the Skilled Trades and Apprenticeship Education Act, including the administration of certification standards and requirements and the issuance of trade certificates and endorsements by the Administrator for Designated Trades. The Regulation also provides further details about the functions of the Alberta Board of Skilled Trades and its Board Committees which include the establishment of the undertakings and activities and the certification standards and requirements for each designated trade and branch of a designated trade. The Regulation includes two schedules: Schedule 1 lists each designated trade and branch of designated trade; and Schedule 2 sets out the restricted activities and classes of individuals to perform the restricted activities in each designated trade and branch of designated trade.
