In accordance with section 792.1 of the Insurance Act, the Alberta Superintendent of Insurance has adopted and issued the following Guidelines of the federal Office of the Superintendent of Financial Institutions (OSFI Guidelines), including future revisions, for provincially incorporated Property and Casualty Insurers, Life Insurers and Reciprocal Insurance Exchanges, either formed under the Insurance Act, or who have transferred to Alberta such that Alberta is their primary regulator (collectively known as “provincially regulated insurance entities”). This Guideline sets out the intervention process, roles and responsibilities and supervisory actions that the Minister’s delegate, the Superintendent of Insurance, and the Superintendent’s office may take, in coordination with the PACICC, to address concerns identified with a provincially incorporated insurance company.

In order to alleviate acute liquidity concerns anticipated as a result of COVID-19, government has asked municipalities to provide a six-month deferral of non-residential education property tax or a combined municipal and education property tax deferral that is effectively equivalent to a six month deferral of education property tax. Municipalities are encouraged to consider similar programs to defer the municipal portion of business property taxes to further support local businesses.

Tax and Revenue Administration information circulars are updated as necessary (if they are updated, a revision number is assigned). Note: Bill 1, An Act to Repeal the Carbon Tax, received Royal Assent on June 4, 2019. The carbon levy no longer applies to any type of fuel as of the beginning of the day on May 30, 2019.
