Last year’s wildfires also led to a sharp increase in EI beneficiaries in the Wood Buffalo area. The Alberta economy is bouncing back from the recession and most economic forecasting agencies are expecting it to lead the nation in economic growth this year. This commentary examines trends in EI numbers to see how well Alberta’s municipalities are bouncing back from the recession.

Capital investment was the largest contributor to Alberta’s economic growth between the mid-nineties and 2014. However, low oil and gas prices resulted in declining capital investment in Alberta in 2015 and 2016. Although rising oil and gas prices are expected to lead to some improvement for the conventional oil and gas sector, capital investment in most other sectors is expected to remain weak this year.

Although the Alberta economy is heavily dependent on international exports Alberta’s exports of goods and services to the other provinces and territories are also quite substantial and totaled $63 billion in 2016. Between 2006 and 2016, exports to international markets grew by only 7% but exports to Canadian markets rose a much stronger 28%. The top Canadian markets for Alberta exports are Ontario, British Columbia and Saskatchewan.

The current economic recession has resulted in rapidly rising unemployment and a surge in the number of Employment Insurance beneficiaries in Alberta. The hardest hit municipalities are those that depend on the oil and gas services sector which saw the largest employment losses during the past year or on sectors that in turn depend on the oil and gas sector such as construction, manufacturing and engineering services. The wildfires in the Wood Buffalo area have led to sharp increases in EI beneficiaries in May and June.
