The pan-Canadian agricultural policy framework is a federal-provincial-territorial initiative that supports strategic programs that support the development of Alberta's and Canada's agriculture sector. This document summarizes the feedback received during a series of stakeholder roundtables and a public on-line survey that were held to garner public input into a new five-year pan-Canadian policy framework, expected to be in place by the spring 2022.

In July 2017 federal, provincial and territorial ministers of agriculture, endorsed the Canadian Agricultural Partnership. Consultation and engagement sessions were held in winter 2018 to obtain feedback on what the suite of the Partnership-funded programs in Alberta should look like. Consultation during this period included three facilitated sessions in Edmonton, Lethbridge and Grande Prairie with representatives of industry organizations. As well, an online survey was made available to all agriculture stakeholders to get a more broad scope of opinions.

Alberta Agriculture and Rural Development (ARD) commissioned this study to provide a broad picture of the market potential in various local food supply chains within the province. This exploratory study examines various aspects of local food supply chains in Alberta, as exemplified by saskatoons, potatoes and lamb. For each product we considered mainstream supply chains that sell to major retail outlets, intermediated supply chains that involve intermediaries such as buying clubs, bakeries, restaurants or other businesses that sell to consumers, and direct supply chains where the producer sells directly to the consumer.

This research project was commissioned by Alberta Agriculture and Rural Development in order to provide insights into the functioning of Alberta local food supply chains. As the demand for local food grows in the province, ARD is looking for ways to encourage the development of supportive infrastructure that is necessary in order to meet the growing demand. This study is a pilot to examine one local food product – differentiated beef – across three types of local supply chains in Alberta: a direct marketing supply chain, an intermediated supply chain and a mainstream grocery supply chain. This pilot study will help to determine if future expansion of the research to other local products would be fruitful in terms of informing future policy and programs.
