It provides a widely recognized, consistent set of principles to work through and outlines a transparent and understandable process to assess the potential choices. This framework can be used to assist in making decisions on common pandemic influenza-related ethical dilemmas such as vaccine priority decisions, compensation for health care workers, antiviral prioritization and many others.
