The Government of Alberta and industry partners retained a consultant to develop a conceptual design for an integrated bitumen upgrading, refining and petrochemical complex in Alberta. The study builds on previous integration studies and develops a technical design for a conceptual upgrading, refining and petrochemical complex based on current technologies. The main objective of the study was achieved: an integrated complex transforming bitumen into a variety of high value products is technically feasible.

This study set out to define appropriate process concepts for the refining of economic bitumen to petrochemicals in Alberta and includes related research and development and demonstration needs, recognizing possible synergies with oil refining, bitumen upgraders, existing petrochemical industries, natural gas liquids, natural gas and their existing and potentially enhanced facilities. The report identifies viable integration schemes for producing petrochemicals from oil sands, which if implemented, could lead to long-term industrial development in Alberta.

This study compared potential economic benefits deriving from the creation of a new Alberta upgrading project producing refined products and petrochemicals to those deriving from the expansion or modifications of existing refineries to utilize synthetic crude/bitumen blends (SynBit) or neat synthetic crude (SCO). The study examined the potential of two market regions, U.S. Midwest and California, to absorb a substantial volume of refined products from an Alberta upgrading/refining project.
