The Alberta government held extensive public and stakeholder engagement from June to October 2017 to gather input on what a system for legalized cannabis could look like for our province. The Alberta Cannabis Framework outlines what Albertans can expect when cannabis becomes legal in the province by July 2018. The Framework was created for and by Albertans, and is founded on four policy priorities: keeping cannabis out of the hands of children; protecting public health; promoting safety on roads, in workplaces and in public spaces; and limiting the illegal market for cannabis. The Framework paints a picture of what legalization in Alberta may look like after proposed federal legislation becomes law. This document will guide government as it considers all aspects of legalization, with a sharp focus on public safety and protecting the health of all Albertans.

Description

Cannabis is the most widely used illicit drug in Canada. In 2015, the new Liberal government of Canada announced their plan to legalize cannabis and in June of 2016 a federal task force on cannabis was announced. Guided by this task force, cannabis legislation is expected to be introduced in 2017. To inform Alberta’s response to the federal decision to legalize cannabis, the University of Calgary Health Technology Assessment Unit developed a series of evidence syntheses to support policy development by the Government of Alberta. This resource consists of five reports that address: the Canadian Context for cannabis use and legalization; the health effects and harms of cannabis; medical cannabis; advertisement and communication regulations; and experience with legalization among jurisdictions who have legalized cannabis use.

This document provides guidance to Alberta employers and workers to help ensure the protection of workers during remediation activities for safe re-occupancy of former marijuana grow operations (MGO). It is important to distinguish between the hazards associated with an “active” MGO and those with a “shut-down” MGO. An active MGO is an illegal activity which may present additional safety hazards. Once shut down, these risks no longer apply, but other hazards may be present. This document only considers the hazards that remain once the MGO has been dismantled, criminal activity has stopped and related materials (plants and bulk chemicals) have been removed. This document is intended to assist employers and workers in identifying and understanding the hazards that may be involved in the remediation of these operations. It is not intended to provide step-by-step procedures for remediation professionals and homeowners.
