This Act grants Cabinet and the Minister of Transportation various powers to adjust and set the terms and conditions of existing and future agreements providing provincial funding towards the construction of light rail transit projects in Calgary and Edmonton. An overall commitment to provide $3 billion in such funding is reinforced.

This regulation establishes the Rivers District Area as a community revitalization area, and allows the city to place a community revitalization levy against any incremental assessment growth for the 20 year duration of the regulation, on properties within this District. The program provides a tax subsidy to the municipality in the form of education property taxes. The regulation sets out the assessment and tax framework for implementing the community revitalization levy. The revenue raised by this levy is used to pay for public infrastructure, servicing and other costs associated with the revitalization.
