The Alberta government has developed a new reclamation program that is designed to strengthen the approach to contaminant management and enhances capacity needed to deal with an increasing workload in conventional oil and gas decommissioning. the old wellsite inquiry process has been replaced by a combination of technical review of applications and post-certification field audits. Use of specialists is encouraged for the first two years of the new program and, thereafter will be required.

Phase 1 Environmental Site Assessments (ESA) became mandatory on July 1, 2001 for sites which had a final detailed soils assessment conducted after July 1, 2001 on private land and in the White Area, and for detailed site assessments in the Green Area. Experience with the Phase 1 ESA form and process has resulted in several questions. This Information Letter provides some guidance with respect to the questions raised and includes the revised Phase 1 Site Assessment Form to be used.
