Description

Alberta Health engaged Ernst & Young to perform a review of Alberta's response to COVID-19 and to facilitate the development of recommended priority actions that the health system should consider in order to build longer-term capacity and resilience. This report sets out specific actions to be considered by Alberta's health system and aggregated into an agreed-upon delivery plan by Alberta Health and Alberta Health Services. The review and action plan are structured around six themes: workforce; acute, critical care and surgery; primary and community care; governance and decision-making; public health; and modelling.

Description

This report makes recommendations regarding the key components that should be included in the Alberta Health Act based on input received from Albertans. The report also proposes measures that should be taken to ensure the Act operates as intended. In addition, the report sets out priorities that Albertans have identified for action as Alberta proceeds to clarify outcomes, develop policies, revise legislation and make decisions for the future of its health system. Finally, the report recommends next steps for the Government of Alberta in pursuing further work on Alberta’s health legislation. The report is presented in two parts. Part One offers 15 recommendations based on feedback received from Albertans. Part Two is devoted to an overview of the diverse input received from Albertans through the consultation process.

The Minister's Advisory Committee on Health was established in September 2009 to provide input on the legislative reforms necessary to update health legislation in Alberta. The Minister of Health and Wellness asked the Committee to establish a new legislative framework that would enable Alberta's heath system to: remove barriers to accessing health care, promote wellness, promote ambulatory and community-based care, enable the public health system to respond to emerging issues on a timely basis, encourage evidence-informed innovation, and establish clear lines of accountability. This report of the Committee presents a new focus and architecture for health care legislation in Alberta that will reframe the way Albertans, health policy makers and the health system view health and health care in the years ahead. The new legislation would move the system from an overemphasis on the needs of institutions and providers to one that better recognizes and responds to people and families...

Offers 14 recommendations across four themes: matching intensity of services to patient need; enhancing access to high-quality services in rural areas; enhancing the capacity and effectiveness of Alberta's health industry workforce; and improving the coordination of care.

The 10-Year Plan to Strengthen Health Care is an agreement developed in 2004 between all provinces, territories and the federal government to ensure that Canadians have access to essential health care services when they need it. While the agreement is focused on five key areas of access (cancer, heart, diagnostic imaging, joint replacement and sight restoration), it also covers strategic investments in a number of areas that support improved access to health services, such as home care, prescription drugs, health promotion and disease prevention, primary health care, and health professions. This report shows the progress Alberta has made in implementing key strategies to date.

In January 2002 the Alberta government accepted all 44 recommendations of the Premier’s Advisory council on Health. The government plan Alberta: Health First, Building a Better Public Health Care System, was developed to help achieve these recommendations. The Alberta government appointed the Health Reform Implementation Team to: monitor work on the action plan and provided progress reports to Albertans; support the work of MLA committees; and consult with health care providers and regional health authorities on how to overcome any barriers to building a better health care system. This final report documents the many achievements that have been made in the two years since the government plan was implemented and highlights work that still lies ahead in improving Alberta’s health care system.
