Description

Written for the biofuel production facility or project developer, this protocol quantifies the emission reductions from the avoidance of fossil fuel consumption when the fossil fuel is replaced by biofuels on an equivalent energy potential basis. The protocol also includes reductions in greenhouse gas (GHG) emissions due to any heat/power production and electricity generation related to the process, and from the avoidance of landfilling any materials which may be diverted for conversion to biofuel. The protocol is not intended to be prescriptive, but instead serve as a generic “recipe” for biofuel facility owners and operators to follow in order to meet measurement, monitoring and GHG quantification requirements.

Description

The purpose of this doucment is to assist offset market participants (protocol developers) wishing to develop quantification protocols for use in the Alberta offset system where the intended final purchaser of offset credits generated is a facility regulated under the Specified Gas Emitters Regulation. Alberta's offset market was initiated as a market instrument to support compliance under the Specified Gas Emitters Regulation. The Regulation requires all large, industrial facilities in Alberta emitting over 100,000 tonnes of carbon dioxide equivalent per year to reduce their emissions intensity by 12 per cent per year from their government approved baseline emission intensity.

This protocol serves as a generic "recipe" for proponents to follow in order to meet the measurement, monitoring and greenhouse gas (GHG) quantification requirements for afforestation projects. An afforestation project will achieve GHG reductions/removals through the increase in carbon stocks on the project site as a result of the growth of trees. The opportunity for generating carbon offsets with this protocol arises mainly from carbon sequestration from planting trees on land not traditionally forested, such as agricultural land, urban land, agro-forestry operations and perhaps rehabilitation of industrial lands.

The opportunity for generating carbon offsets with this protocol arises from the direct and indirect reductions of greenhouse gas emissions by offsetting fossil-fuel derived energy through the generation of heat, power and/or electricity from biomass combustion facilities and potentially combusting material that otherwise would have undergone anaerobic decomposition in a stockpile, storage or landfill. It is written for the energy from biomass project developer; some familiarity with, or general understanding of, generating energy from biomass is expected.
