Description

The Carbon Offset Emission Factors Handbook contains a listing of common emission factors used in the Alberta carbon offset system as well as common quantification methodologies. Common emission factors, provided in section 1, are intended as inputs to formulae provided in approved quantification protocols. Common quantification methods, provided in section 2, are commonly used formulae for quantification of greenhouse gas offsets in Alberta. This section includes both quantification methods and factors required for greenhouse gas offset quantification. Emission factors and methodologies are subject o periodic updates. Updated values are immediately applicable for use in new offset projects. Current projects will be required to transfer to updated factors if they receive a crediting period extension. The project developer is responsible for ensuring the most current version is used for annual project reporting.

Description

Written for the biofuel production facility or project developer, this protocol quantifies the emission reductions from the avoidance of fossil fuel consumption when the fossil fuel is replaced by biofuels on an equivalent energy potential basis. The protocol also includes reductions in greenhouse gas (GHG) emissions due to any heat/power production and electricity generation related to the process, and from the avoidance of landfilling any materials which may be diverted for conversion to biofuel. The protocol is not intended to be prescriptive, but instead serve as a generic “recipe” for biofuel facility owners and operators to follow in order to meet measurement, monitoring and GHG quantification requirements.

Description

Alberta’s Specified Gas Reporting Program has collected facility greenhouse gas emissions data since 2003, and is a core component of Alberta’s 2008 Climate Change Strategy. In 2005 (for 2004 emissions data collection), Alberta harmonized its Specified Gas Reporting Program with the Government of Canada’s Greenhouse Gas Emissions Reporting Program. Since then, Alberta has jointly collected greenhouse gas data from Alberta’s largest industrial emitters with the Government of Canada. Alberta facilities report their emissions data to Environment Canada through the federal reporting program and the results are forwarded to Alberta Environment and Sustainable Resource Development, allowing both provincial and federal reporting requirements to be satisfied. To improve the value of data collected through the reporting program, and to further enhance the synergy with the Specified Gas Emitters Regulation, in 2010 Alberta lowered the emissions threshold level for mandatory reporting from...

The methodology provided in this protocol is for aggregated, distributed renewable electricity projects. The purpose of this document is to assist regulated facilities under the Specified Gas Emitters Regulation with the completion of Baseline Emissions Intensity Applications. A facility's stated baseline emissions intensity (BEI) value must be representative of the facility's normal operating conditions. If the baseline period is not representative of that facility's standard operating conditions, the Certifying Official must contact Alberta Environment and Sustainable Resource Development to discuss an adjusted baseline period. More information on alternate baseline periods is available in section 3.2 of this guidance document.
