Description

Under the Water Act and Public Lands Act, Environment and Sustainable Resource Development (ESRD) manages the authorization process for activities in water bodies and Crown lands in the vicinity of water bodies (beds and shores), includingerosion control, bank stabilization, stream crossings, and the construction of flood mitigation structures. To help Albertans rebuild after the june 2013 flood, ESRD developed an Expedited Authorizations Process for Flood Recovery (EAPFR) projects. The EAPFR combines and streamlines the application process for Water Act Approvals and Public Lands Act Temporary Field Authorizations.

This study updated/developed flood damage curves in select communities at risk of flooding to 2014 economic values and established adjustment indices for their use in different flood prone communities across Alberta. It also developed a computerized model for estimating flood damages and undertook flood damage estimates for select communities throughout Alberta.

Describes the Backcountry Trail Flood Rehabilitation Program, which commenced in March 2014 and provides funding to restore and repair backcountry trail systems on public lands along the Eastern Slopes that were impacted by 2013 flood events. Restoring the trail systems in these flood affected areas serves not only to maintain recreational opportunities but also provides critical support to the economic, environmental and social benefits that were compromised by the flood.
