Strategy 3.16 in the finalized South Saskatchewan Regional Plan (2010), identified "The development and evaluation of the southeast Alberta Conservation Offset Pilot" (SEACOP) as a deliverable for the region in supporting stewardship and conservation on private land. The Southeast Alberta Conservation Offset Pilot was created to test a voluntary, market-based approach to address temporary industrial impacts on southeastern Alberta native prairie by establishing term contracts with private landowners to establish native perennial species on cultivated land. The objective of this report is to show how the decisions and choices made throughout the pilot align with generally-accepted offset principles as described by the Business and Biodiversity Offset Programme and generally-accepted offset practices.

A conservation offset is a tool that enables industry to offset adverse effects of their activities and development by supporting conservation efforts on other lands. In 2009 the Government of Alberta commissioned a study to conduct an analysis of conservation offset options for Alberta. The objective of the study was to evaluate a suite of design options in terms of their ecological and economic impacts and their institutional feasibility. The purpose of the analysis is to provide a deeper understanding of the impact of different offset design options on policy goals, and demonstrate through a proof of concept how different policy options could work in a scaled-up regulated offset market. This report summarizes research on offset policy options carried out under the project.

A conservation offset is a tool that enables industry to offset adverse effects of their activities and development by supporting conservation efforts on other lands.
