Asbestos is a group of naturally occurring fibrous minerals with unique physical characteristics including extraordinary tensile strength, poor heat conduction and resistance to chemical attack. For these reasons, asbestos was often used as an ingredient in a wide range of building products. Unprotected workers can be exposed to asbestos mainly by breathing in the fibres which are released when these asbestos-containing building products are disturbed.

On May 22, 2003, Health Canada issued an advisory warning Canadians about cosmetic nail preparations containing methyl methacrylate (MMA). The advisory issued because this chemical can adversely affect the health of persons exposed to it. Section 16 of Canada’s Food and Drug Act states that no cosmetic may cause injury to the health of the user. As a result, the sale and use of cosmetic nail preparations containing MMA was banned in Canada.

Alberta Human Services supports using environmentally friendly products, as long as employers ensure that the health and safety of workers using the products is protected. Alberta has adopted an occupational exposure limit (OEL) of 50 ppm for HCFC-123 as listed in Table 2, Schedule 1 of the OHS Code. In summary, although the HCFC-123 refrigerant may be more environmentally friendly than CFC-11, it is more toxic and poses a greater potential health risk to people working with and around it. Both HCFC-123 and CFC 11 refrigerants are nonflammable.

During previous revisions to the occupational health and safety legislation, asbestos requirements from the Alberta Building Code 1997 were transferred to the Occupational Health and Safety (OHS) Code. Consolidation of the asbestos provisions into one piece of legislation under the jurisdiction of one department was done at the request of stakeholders to simplify the requirements for users.
