This manual describes the responsibilities, accountabilities and processes for the planning and delivery of the Health Facilities Capital Program. It is developed collaboratively by Alberta Health, Alberta Infrastructure and Alberta Health Services, in accordance with the priorities outlined in the Memorandum of Understanding between the three parties and under the guidance of a Joint Steering Committee. This manual supersedes the Health Capital Planning Manual, 3rd Edition.

Alberta's Public-Private Partnership Framework and Guideline is intended to be used as a guide in assessing capital projects for potential public-private partnerships (P3) procurement and, after the appropriate approvals, in procuring a capital project as a P3. The document outlines Alberta's principles for P3s and the assessment and procurement principles for P3 projects. It is designed to assist GOA public servants and elected officials with assessing potential P3 projects and delivering them in accordance with established practices in the province.
