This manual describes the responsibilities, accountabilities and processes for the planning and delivery of the Health Facilities Capital Program. It is developed collaboratively by Alberta Health, Alberta Infrastructure and Alberta Health Services, in accordance with the priorities outlined in the Memorandum of Understanding between the three parties and under the guidance of a Joint Steering Committee. This manual supersedes the Health Capital Planning Manual, 3rd Edition.

This revised manual incorporates several important changes to the health capital planning process. These changes resulted from the government’s fiscal framework and approach to capital budgeting, planning, decision-making and funding. This manual supersedes the document entitled Capital Planning Manual: the planning and approval process for health capital projects dated June 2001. It is intended to serve as a guide for Alberta’s health authorities, Alberta Infrastructure and Transportation, Alberta Health & Wellness, consultants, and others involved in health sector capital planning
