This guide provides a standard approach in deciding black bear management responses. It is a resource for government staff who must act in situations of conflict where clear, concise and consistent direction is needed. The guide supports the province’s Black Bear Management Plan (2016) and is the result of collaboration among biologists, enforcement officers, and problem wildlife specialists. Except in national parks, this guide will apply to specific events involving black bears throughout the province, including lands within provincial parks and protected areas. The guide is reviewed annually and revised as required.

Description

Grizzly bear population inventory work has been underway in various population units along the eastern slopes of Alberta. As of the time of the preparation of this report two population units have not been inventoried, the Swan Hills and the Alberta North units. In order to provide a science based estimate of possible grizzly bear population size in the Swan Hills unit we utilized existing data sets from previous DNA inventory work to provide estimates for the purpose of a species status review. We used an objective, multi-scale approach to estimating occupancy-habitat associations based on DNA hair snag information and predicted (extrapolated) occupancy to similar habitats in the Swan Hills grizzly bear management unit.

In parts of the Northwest Boreal Region the grizzly bear is experiencing an increasing number of conflicts with humans, which have led to an increase in the number of public complaints and the number of grizzlies translocated or destroyed. This project was initiated to identify the factors that contribute to human-grizzly conflicts and to offer possible solutions. The most common causes of conflict were found to be field grain, livestock predation, domestic carcasses, and garbage. Several practices are recommended, including a carcass pick-up service, a bear education program, and several aversive conditioning techniques. These practices, initiated in a timely fashion, consistently maintained, and applied with an understanding of bear behaviour, should reduce conflict.

The design and effectiveness of a portable electric fence is described. Materials included PVC posts, wire rope, concrete rebar stakes, 12-volt fencers and other incidentals. The experimental models were light-weight and portable, effective, and eliminated the use of insulators. None of the 14 fences were penetrated by bears. Recommendations are made for more extensive use of 12-volt systems, research into the effect of rainfall on insulation and research into use of herbicides at beeyards.
