Description

This document focuses on Tier 1 soil and groundwater remediation guidelines, the process used to develop them, and the manner in which they should be applied. Alberta's framework for the management of contaminated sites is designed to achieve three policy outcomes: pollution prevention, health protection, and productive use. Under this framework, three management options are provided: Tier 1, Tier 2, and Exposure Control. Tier 1 remediation guidelines are generic; that is, they are developed to protect sites at the more sensitive end of the range and can therefore be used at most sites without modification.

Description

A subsurface investigation at a reclaimed sanitary landfill in Edmonton (Beverly) has revealed that combustible gases entering a golf course structure are generated from decomposing garbage in the old landfill. Gases containing methane up to a maximum of 83% by volume are present in the subsurface adjacent to the structure. A ventilation system beneath the building maintains the methane concentration at less than 50% of the lower explosive limit (2.5 volume percent). The atmosphere beneath the structure is monitored continuously for combustible gases; an automatic alarm system will be activated should methane concentration exceed 50% of the explosive rate. Based on the results of this investigation, it is apparent that a large reservoir of combustible gas is present within the reclaimed landfill site. It is probable that the methane monitoring/warning system, and the ventilation system must remain operative for a period in the order of 50 years or more.

Physical and chemical analysis of spent sand indicate that this material is very infertile. The spent sand samples analysed had an average pH of 7.2 and low Na content indicating that there was no residual problem resulting from the NaOH used in the oil production process. Freshly processed sand however does have a high pH and higher Na contents.
