These guidelines serve to standardize the collection and reporting on an annual basis of soil handling, disturbance area, land reclamation accounting, and monitoring as defined in the Environmental Protection and Enhancement Act approval for commercial in-situ oil sands operations. The purpose of the guide is to clearly define the reporting requirements and simplify the review process. It provides a checklist for annual conservation and reclamation report content and submission requirements. This guide replaces the Guide to the Preparation of Applications and Reports for Coal & Oil Sands Operations, Alberta Environment, 1991.

A Pre-Disturbance Assessment and Conservation & Reclamation Plan (PDA/C&R Plan) is required under an Environmental Protection and Enhancement Act approval for an enhanced recovery in-situ oil sands and heavy oil processing plant and oil production site. The plan serves to standardize the collection and reporting of pre-disturbance assessment data as well as the conservation & reclamation plans supported by the data. The goals of this document are to: assist approval holders in standardizing procedures, planning, and reporting for PDA/C&R plans; provide specific guidelines for data collection, reporting and conservation and reclamation planning to approval holders; support preparation and submission of consistent PDA/C&R Plans; and facilitate Alberta Environment's review of PDA/C&R Plans.

The right to divert water from a natural water body and use of the water, and the release of the hydrostatic test water to the environment after completion of the hydrostatic test, is regulated by two codes of practice. The purpose of this guide is to provide information on these two codes. Persons responsible for hydrostatic testing must ensure they are in compliance with applicable legislation, including these two codes of practice.
