As part of the Government of Alberta’s commitment to be open and accountable to the public, all ministries are required to prepare and make public ministry business plans. The ministry business plan encompasses the department and all consolidated entities, and aligns with the strategic direction of the Government of Alberta. Each business plan includes a description of the ministry, desired outcomes, priority initiatives, and performance measures and indicators. Current and forecast budgeting information for the planning period is also included.

The ministry of Human Services was charged in 2012 with developing a vision and a set of strategies for addressing issues in the human services workforce. An initial group was brought together comprised of representatives of the ministry and organizations associated with delivering services to Alberta's vulnerable populations. This Human Services Workforce Alliance began by working together to create a short-term set of actions required to deal with current issues as well as a longer-term vision and strategies for making human service fields a desirable career, and transforming the way services are delivered to Albertans. This document represents the second of these deliverables: a strategic plan to address the longer-term sustainability of the workforce.

Although there may be a common understanding of what is meant by service planning, individuals and organizations may differ in the language and tools used. The terms used and defined in this guide are for illustration purposes only. Other terms or ways of organizing ISPs are equally acceptable as long as they are clearly communicated and address the key elements that the Family Support for Children with Disabilities (FSCD) program requires in order to approve the ISP. We use the term Individualized Service Plan (ISP) throughout this guide to differentiate this plan for the provision of specialized services from other service plans such as the Individual Family Support Plan (IFSP) or education...
