HIIA is differentiated from other emergency and disaster response and recovery in that law enforcement has a defined police crisis management role separate from emergency management structures. This plan will apply when the coordination of crisis management and consequence management is necessary to resolve a HIIA.

Preparation is centred on obtaining early notification of a slide, while mitigation is centred on damage reduction in the predicted runout zone.
