This report focuses on recruitment and employment practices for persons with disabilities. There is an information scan on the persons with disabilities population in Canada and Alberta, as well as their income, occupations, education and barriers to employment. The report also summarizes survey results from 800 Calgary employers, who were asked about their recruitment and employment practices for persons with disabilities. It demonstrates the progress that has been made and the work that still needs to be done to fully integrate and include this population in the workforce.

Description

The Ministry of Human Services has carefully reviewed the fatality inquiry report released on February 28, 2014 regarding the death of RJ on November 11, 2010. The inquiry found that this death was due to cardiac arrest and anoxic brain injury, resulting from traumatic injury to the cervical spine following a fall down a flight of stairs in his home. The manner of death was accidental. The fatality inquiry report made seven recommendations for preventing similar deaths. In addition to the fatality inquiry review, an internal investigation was conducted by the Central Region PDD Community Board in November 2010 and made eight recommendations for the service provider. The service provider has implemented all the recommendations.

A fatality inquiry regarding the death of JB on September 27, 2009 found that this death was due to acute carbon monoxide intoxication and the manner of death was homicide, committed by the father. The child was in an out-of-home placement through an agreement with the Family Support for Children with Disabilities (FSCD) program, but was visiting his father and stepmother at the time of death. The Ministry of Human Services has carefully reviewed the report and this document captures the ministry's response to the recommendation made in the report.

In 2012/2013, Alberta Human Services, Persons with Developmental Disabilities Program (PDD program) contracted Vecova Centre for Disability Services and Research (Vecova) to conduct a survey of families/guardians of persons with developmental disabilities on their satisfaction with the services received from PDD program and their funded agencies. These survey responses provide PDD program with feedback regarding program quality, areas of concern, and direction for improvement. These results also provide key performance measures for the program.

The Persons with Developmental Disabilities (PDD) program has evolved over the last two decades through a collaborative approach between government and community. As a result, adults with developmental disabilities are more involved in their communities than ever before. However, now is the time to take a look at how we can collectively achieve even greater positive outcomes for individuals. Over the past several years, a much-needed transformation has been underway in the PDD program. This transformation has been informed through a number of avenues including Alberta’s Social Policy Framework, Results-Based Budgeting and your ongoing involvement and feedback through various PDD consultations.

At the community sessions, Associate Minister Oberle and his MLA colleagues heard the concerns of Albertans with disabilities and their families and supporters. All agree that there is room for improvement in the PDD program, but it needs to be done with care and caution. PDD is working together with individuals and their families and service providers to plan a gradual transition to an improved way of doing things. Associate Minister Oberle has committed to taking the time needed and deploying the right resources to ensure this transformation is successful.
