In December 2015, the Child and Youth Advocate released an investigative review which made two recommendations regarding trauma-informed care and case planning for placement and transitions. This publication provides the response of Ministry of Human Services to these two recommendations.

In 2013, a 17-year-old youth in parental care died by suicide following attendance at a rural hospital for suicidal ideation. The Child and Youth Advocate Act investigated the death and released a review which made three recommendations regarding collaboration, assessments and working with suicidal youth. This report provides the response of the Ministry of Human Services to these three recommendations.

The report makes recommendations for Human Services and other service delivery partners about five key areas related to practice and processes concerning services to vulnerable children in Alberta. The report makes five recommendations for Human Services about the delivery of services for youth who are leaving Government care. The ministry acknowledges the intent of the Advocate’s recommendations. The report suggests that previous responses from government to address issues for youth in care have not been effective. A review of the Advocate’s previous recommendations suggests that the ministry has, in fact, made progress and followed through on many recommendations; however, we do recognize that new tools, guidelines and policies, while important, are only part of the solution to improving outcomes for youth transitioning to adulthood.
