Description

A steering committee made up of family members, service providers, advocates and government staff was created to present ideas and make recommendations on how to make the Persons with Developmental Disabilities (PDD) program better for the future. The committee presented 30 suggestions related to: people making their own decisions and being included in the community; government and the community making sure that people's needs are met; making sure that services meet people's needs and how people get services is fair; using technology to help people; and being flexible in how services are delivered.

In September 2021, the Office of the Child and Youth Advocate (OCYA) released the Strengthening Foundations report, which reviewed the circumstances of nine young people who died over a fourteen-month period in 2018 and 2019 and who had experienced similar challenges in service provision. The report provides two recommendations to address the limitations in assessments, information sharing and collaboration among service providers. This document contains the response of the Ministry of Community and Social Services to these recommendations.

The Persons with Developmental Disabilities (PDD) program engaged consultants to conduct consultations with adults with developmental disabilities, PDD community board staff and stakeholders of the Family Managed Services program. Stakeholders were asked to provide feedback regarding their perspective on what is working well in FMS, what is not working, and what they would like to see changed. The consultations revealed four broad areas for change: the Family Managed Services Agreement (FMSA), funding, resources and supports for families, and communication.
