The North Saskatchewan Regional Advisory Council was established in July 2014 to provide strategic advice to Cabinet regarding the development of the North Saskatchewan Regional Plan. Council members attended eight multi-day, facilitated meetings in locations across the region between July and November of 2014. The meeting agendas and the meeting notes are included in this record. Also included is a list of the team members and a document with answers to frequently-asked questions about regional advisory councils.

Six requests for review of the Lower Athabasca Regional Plan were submitted following the implementation of the plan in September 2012. A review panel was appointed in June 2014 to consider the six review requests and to provide recommendations to the Government of Alberta. As part of their work, the panel could request further information to permit a full and satisfactory understanding of the matters in the review. This record contains the panel's second request for information, directed to the Government of Alberta. It also includes the response received to the information request and several replies to the government response that were received from other parties involved in the review request under consideration.

As per the Alberta Land Stewardship Act, a person who is directly and adversely affected by a regional plan or an amendment to a regional plan may, within 12 months from the date the regional plan or amendment affecting the person comes into force, request a review of the regional plan or amendment.

Large amounts of organic carbon are present in Alberta rangelands. One hectare of rangeland contains 50-200 tonnes of carbon in soil organic matter, 2-10 tonnes carbon in plant biomass and 1-2 tonnes carbon in litter. Total organic carbon levels in rangeland soils are considerably greater than the amount of carbon present in the atmosphere above these soils or exchanged with the atmosphere each year. Total organic carbon in the 7 million hectares of native pasture in Alberta is equivalent to about three times the current annual emissions of all greenhouse gases in Canada.
