Record-level health data is often requested from Alberta Health by researchers, contractors, and other Government of Alberta ministries, as it provides an opportunity for much richer analyses than does aggregate data. But there is a concern that record-level data could be used to identify the persons that the data represent and thus provide previously unknown information about those persons. A common solution is to disclose record-level data where potentially identifying characteristics have been altered in an attempt to make them non-identifying. The purpose of this bulletin is to make a preliminary exploration of the likelihood of identifying persons in “de-identified” record-level data using data matching. The results can then be used to inform Alberta Health data disclosure guidelines.
