Deposition of air-borne sulphur dust from industrial facilities that handle or process solid elemental sulphur has the potential to cause soil acidification at or near those sites in Alberta. Lack of suitable analytical methods for elemental sulphyr has become a challenge for soil monitoring for industry operators and regulators. An acetone extraction-sodium cyanide colorimetric analysis method has been used in Alberta but environmental consultants and laboratories complained about the high detection limit and questioned its reliability. A chloroform extraction-HPLC analysis method developed in New Zealand was reported to work well with a wide range of agricultural mineral soils and some sediments. It was not clear if it would be suitable in Alberta because the impact of elemental sulphur on soils is frequently monitored in forested sites where organic materials from forest litter may interfere. This framework sets out a vision, outcomes, and principles, and presents four strategies to improve the management of elemental sulphur in the Industrial Heartland: increasing understanding of impacts associated with the storage and handling of elemental sulphur; requiring facility operators to pursue measures that reduce or avoid the need for long-term elemental sulphur storage; managing the handling and storage of elemental sulphur to reduce the potential for adverse effects; and revisiting the Framework to evaluate performance and adjust as needed.

Description

Ambient air quality objectives are established as part of the Alberta air quality management system. The purpose of this assessment report was to provide a review of scientific and technical information to assist in evaluating the basis and background for an ambient air quality objective for reduced sulphur compounds (RSC). Reduced sulphur compounds are a complex family of substances. They are defined by the presence of sulphur in a reduced state and are generally characterized by strong odours at relatively low concentrations. One member of the family—hydrogen sulphide (H2S)—is known to have highly toxic properties, and can cause negative health effects at low concentrations. Natural sources of RSC in air include volcanoes and sulphur springs, oceans and estuaries, and exposed faces of sulphur-containing oil and coal deposits. The primary anthropogenic sources include oil and gas processing facilities, Kraft pulp mills, chemical manufacturing plants, and livestock operations.
