Description

The self-assessment questionnaire is intended to provide local municipal councils and administrations with a tool to evaluate and understand their current situation, to identify areas of strength to continue building upon, and also to identify areas where improvement may be desirable or necessary. The questionnaire provides linkages to capacity-building tools, offering easy access to meaningful opportunities to strengthen municipal performance where desired or necessary. Information on interpreting the results of the questionnaire, and determining next steps, is included at the end of the questionnaire.

This annual publication provides a summary of the performance Alberta municipalities through a number of financial and non-financial indicators. The indicators evaluate the current and long-term finances of a municipality, examine whether a municipality is investing in maintaining infrastructure critical to the health and safety of residents, and assess the ability of the municipality to provide services desired by the community.

As part of the tools Alberta Municipal Affairs uses to measure its performance, the ministry has developed a number of municipal indicators which measure specific aspects of each municipality's governance, finances or community. This fact sheet provides an explanation of each municipal indicator and how it are used by the Government of Alberta. These indicators can also be used by municipalities to obtain useful information and alerts to emerging challenges.

Alberta Municipal Affairs developed this report following the collection and analysis of information from both the Village of Halkirk and the County of Paintearth. Elected officials and administration from the village and county, and municipal officials representing four Alberta municipal associations, the Rural Municipalities of Alberta, the Alberta Municipalities, the Alberta Rural Municipal Administrators’ Association, and the Local Government Administration Association of Alberta, reviewed and provided input to the viability review report. Regardless of which form of municipal government the viability review results in, the people, businesses, and community spirit will continue to be what defines the community of Halkirk.
