Alberta's framework for the management of contaminated sites is designed to achieve three policy outcomes: pollution prevention, health protection, and productive use. Under this framework, three management options are provided: Tier 1, Tier 2, and Exposure Control. Under Tier 2 it may be possible to screen out certain exposure pathways and/or modify the Tier 1 guidelines on the basis of site conditions. This companion document describes how the Tier 2 approach might be used to develop remediation objectives for a site.

Under the Alberta Tier 1 Soil and Groundwater Remediation Guidelines, the protection of the Domestic Use Aquifer Pathway must be included for all assessments. Under the Alberta Tier 2 Soil and Groundwater Remediation Guidelines, the applicant is able to reassess the Domestic Use Aquifer Pathway and remove this pathway if there is not a risk to human health or the environment at the location in question. One option to remove this pathway from the assessment of risk is based on the lack of access to the groundwater resource within the municipal boundaries provided the applicant can demonstrate that there is a municipal bylaw in place that prevents access to groundwater to install drinking water wells. This bylaw is deemed an administrative control that protects human health. This Guide outlines the conditions that need to be met for exclusion based on municipal bylaw. It provides guidance on the Department's and the Alberta Energy Regulator's requirements for risk management plans. This document is intended to be used for the preparation of risk management plans submitted to the Department or Regulator for any type of contaminated site. It outlines the information that must be contained in a complete risk management plan submitted to the Department or Regulator. It is expected to be used by site managers, environmental professionals and project managers who develop, implement and maintain risk management plans for contaminated sites.
