Information on a planned review of the The Mine Financial Security Program (MFSP). The program is one of many liability management programs that ensure that Alberta's energy resources are developed responsibly. The program helps manage coal and oil sands liabilities by collecting financial security from mine owners and protects the public from paying for project closure costs. Alberta's government is reviewing the MFSP to ensure appropriate funds are being collected to cover reclamation liabilities and ensure continuous program improvement.

Description

Environmental assessment registry documents pertaining to the proposed Coalspur Mines (Operations) Ltd. Vista Coal Mine Project Phase II. Coalspur is proposing an expansion of their approved Vista Coal Mine. The expansion would be a westward continuation of the existing mine and be an open pit surface coal mine to recover the same seams and using the same methods as the existing mine. The expansion would use existing infrastructure such as: coal processing facilities (including refuse production facilities), primary access roads and a coal loadout facility. The coal mined from the combined operation would be transported by rail to west coast ports, then shipped via ocean vessels to foreign markets. Coalspur would operate the mine as one complex with potential to increase annual production from 10 to 15Mt (million clean tons) on average. The project locatation is in Yellowhead County, approximately 10 km from the Hinton town boundary and extends away from Hinton to the southeast for about 12 km up to the McLeod River Valley. An expert selenium fisheries panel was convened in 2007 to provide both government and industry stakeholders with an independent review. This final report, the last of three commissioned by the Alberta government, provides five recommendations to aid the Alberta Selenium Working Group, a joint industry-government body, in efforts to mitigate the effect of the naturally occurring element. Includes acceptance of the report by the Alberta Selenium Working Group.

A workshop was held June 28 and 29, 2005 in Hinton, Alberta, with the SWG and SeSP. The Panel and SWG reviewed 16 formal presentations in addition to previous written submissions. Some additional information was provided to the Panel over the following several months. After a thorough review of the information presented to them, the Panel submitted their final report on September 30th, 2005 and the chair, Jack F. Klaverkamp, presented those findings at the April 2006 SWG meeting
