The all-party Ministerial Panel on Child Intervention was established to explore ways to improve Alberta’s child death review system and strengthen the intervention system. To help ensure transparency and accountability, panel meetings were held in public and on the record whenever possible. (Some meetings were held in private to better protect front line workers or families and to respect individual privacy.) Following every meeting, the panel provided a summary outlining what was discussed.

The child was not receiving intervention services at the time of her injuries. In November 2016, the Office of the Child and Youth Advocate released a report on its investigation into the death. During Phase 1 of its work, the Panel provided detailed recommendations to streamline and strengthen the child death review process. Based on these recommendations, government passed Bill 18: The Child Protection and Accountability Act.
