Description

The purpose of this interim management framework is to guide regulatory decision-making within the Muskeg River watershed, which is located in the Athabasca Oil Sands region of northern Alberta within the regional municipality of Wood Buffalo. The specific objectives of the interim framework are to develop: water quality objectives for the Muskeg River and Kearl Lake; water quality targets and limits to protect and maintain the physical, chemical and biological characteristics of the Muskeg River; a monitoring strategy to evaluate the impacts of development; and an approach and information system that will assist the development of the Muskeg River Water Management Plan.

Description

The Cold Lake-Beaver River Water Management Plan was adopted in 1985 to provide direction on managing water resources in the combined Cold Lake and Beaver River basins located approximately 300 km northeast of Edmonton. The intent of the plan was to provide for an adequate quantity and quality of water to meet the long-term user requirements of the basin. Over the past 20 years, the region has experienced increased industrial development, considerable population growth, and years of below-normal precipitation. Collectively, these factors have lead to record low water levels in the area's lakes, rivers and streams. This resulted in a need to assess the current situation, including demands on water resources in the basin, and update the 1985 to meet current and future water needs.

Description

This report is one of four state of the basin reports. Each report gives specific information to provide a snapshot that illustrates the current condition of the Cold Lake-Beaver River (CLBR) Basin. The reports contain inventory and assessment information related to surface and groundwater quantity, quality and aquatic resources of the basin. Also identified are the management tools that are currently available to address water issues in the basin. In addition to providing background information and a knowledge base for the CLBR plan, the reports update information in the 1985 planning documents.

From late October 2005 to mid-January 2006, Alberta Environment invited comment from the public and known stakeholders on the South Saskatchewan River Basin draft water management plan. Public meetings were held in Medicine Hat, Bindloss, Brooks, Calgary, Drumheller, Red Deer and Lethbridge. The plan was also made available via mail and on the Department’s web site. This document presents the results of the public consultation.
