Description

This annual publication reports on the work of Alberta Environment and Parks' Compliance Assurance program. The program operates as part of the department's overall regulatory framework to protect and enhance the province's ecosystems and to ensure environmental, social and economic outcomes for the future are met. It conducts activities aimed at influencing the behaviour of regulated parties. Its principal functions are to promote voluntary compliance, detect and reverse non-compliance and, as appropriate, punish offenders and deter future non-compliance.

The following ground rules apply to the FMA holder and all other timber disposition holders authorized under the forests Act and Timber Management Regulation operating within the FMA area. Ground rules are the practices used in planning and conducting forest management operations which constitute the methods used to implement decisions made in the FMP and other higher level plans such as Plans under the Land Use Framework and Integrated Resource Plans (IRP).

This policy is written by the Forest Management Branch of SRD, in accordance with the Timber Management Regulation and the Scaling Regulation. The purpose is to primarily to provide the ground rules under which the training and permitting of timber scalers shall occur in Alberta. This document will further define the requirements for course instructors, course content and duration, obtaining and retaining a scalers permit, and examination procedures.
