This report provides an update on the implementation of the Regional Sustainable Development Strategy for the Athabasca Oil Sands Area (RSDS). The July 1999 release of the RSDS outlined a framework for managing cumulative environmental effects to ensure sustainable development in the Athabasca oil sands area in northeastern Alberta, a region experiencing tremendous economic growth, and at the same time, significant environmental impacts.

The proposal is to develop additional coal reserves adjacent to existing mining operations in Coal Valley in Yellowhead County. The proposed Mercoal West Mine Project would produce 7.2 million tonnes of processed coal and be located northwest of the community of Mercoal. The Yellowhead Tower Mine Project would produce 6.0 million tonnes of processed coal and be located northwest of the community of Coalspur. The EIA was deemed complete in 2009. This Information Letter deals with part of Recommendation 5 that said a summary of the criteria should be sent to landowners along with the reclamation certificate application. A summary of the criteria is attached to this Information Letter. This summary allows operators to fulfill the recommendation.

This quantification protocol is written for the acid gas processing system operator or an acid gas project developer. Some familiarity with, or general understanding of, the operation of an acid gas processing facility is assumed. The opportunity for generating carbon offsets with this protocol arises from the direct and indirect reductions of greenhouse gas (GHG) emissions resulting from the geological sequestration of acid gas streams containing greenhouse gases as part of raw natural gas processing.
